Abstract

The great debate that continues, with the phenomenon of globalization, increasingly in the order of the media agendas, imposes the reflection on the need to apprehend the technique, of which technology is a by-product. By technique, but with technology, is that poor people intend to equate themselves asthe rich. It can be understood as capable of meeting the needs that capitalism, in its very essence, cannot meet. And this essay aims to show that the rich countries with the most advanced technology, when they sell it, seek to convey the one that is in the process of exhaustion, at a high cost. Empowering Brazilian lawyers and administrators to know the intricacies and labyrinths of this tool, necessary for growth, is the reason for this proposal.  It discusses the need to apprehension the technique whose by-product is technology. It is proposed to awaken in lawyers the interest in knowing the instruments that allow to unravel the intricacies of the technique. The research is based on the assessment of specific legal provisions, doctrinal understandings, knowledge available on internet websites and scientific articles that specifically or not address the topic addressed.
